Title VI Resources
North Country Community College (NCCC) is committed to maintaining a safe and healthy educational and employment environment that is free from discrimination, harassment and misconduct on the basis of race. NCCC has an affirmative duty to take immediate and appropriate action once it knows or its management should know of an act of race-based discrimination in any of its educational or employment programs or activities. NCCC will promptly and thoroughly investigate any complaints of race-based discrimination in accordance with the procedures set forth in its Code of Conduct and or applicable collective bargaining agreements.
Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color,
or national origin. Title VI states that:
“No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance.”
Title VI prohibits discrimination, including harassment, based on a student’s or staff
member’s actual or perceived:
- shared ancestry or ethnic characteristics, or
- citizenship or residency in a country with a dominant religion or distinct religious identity
This also includes discrimination, including harassment, based on the language spoken and limited English proficiency.
Title IV prohibits discrimination, including harassment, against students and staff members of any religion when the discrimination, including harassment, involves:
- racial, ethnic, or ancestral epithets, or slurs
- how a person or group looks, dresses, or speaks if linked to ethnicity or ancestry (e.g., skin color, facial features, attire/style of dress, accent, name, language spoken)
- potentially or allegedly inherited traits
- stereotypes about people who share certain ancestral or ethnic characteristics
